UCR Registration: Who Needs It and the Yearly Deadline

Published October 21, 2026

UCR is a yearly federal registration most interstate carriers owe. Here is who needs it, the deadline, and how Test Pro files it for you.

The Unified Carrier Registration — UCR — is a small annual fee that carries a big penalty if you skip it. It's easy to forget because it's separate from your IRP, IFTA, and 2290. Here's what you need to know.

What UCR Is

UCR is a federal program that requires motor carriers, brokers, freight forwarders, and leasing companies operating in interstate commerce to register and pay an annual fee based on fleet size. The money funds state safety programs. If you cross state lines under your own authority, UCR almost certainly applies to you.

Who Has to Register

You generally owe UCR if you:

  • Operate commercial motor vehicles in interstate commerce
  • Hold active operating authority (an MC number) or run interstate under a USDOT number
  • Are a broker, freight forwarder, or leasing company in interstate commerce

The fee is tiered by the number of trucks you operate — a one-truck owner-operator pays the lowest bracket.

The Deadline

UCR registration for the coming year typically opens on October 1, and enforcement begins January 1. Driving in the new year without a valid UCR can get you fined or put out of service at a roadside inspection, so it's best to register before January.

How Test Pro Handles It

UCR is quick, but it's one more thing to remember every year. We file your UCR, pay the correct bracket for your fleet size, and keep the record on file so you're covered at inspections. We can bundle it with your 2290 and IRP renewals so all your annual filings happen together.

Frequently Asked Questions

When is UCR due each year? Registration for the next year usually opens October 1 and enforcement starts January 1. Register before January to avoid roadside fines.

Does a one-truck owner-operator need UCR? Yes. If you operate in interstate commerce you owe UCR, even with a single truck — you simply pay the lowest fleet-size bracket.

Can Test Pro file UCR with my other renewals? Yes. We can handle UCR alongside your 2290 and IRP so all of your annual filings are done at once and nothing slips through.
